For example, you moved the profile folder to another location that is not available during sign-in for whatever reason. I hope this may help narrow down what could be causing it.

I have discovered that when I upgrade of any Windows 10 build and it signs me into a temporary user profile, I just open a command prompt with run as administrator and type CHKDSK /F and it will require a reboot to run the scan. I double checked and 1000 was /Temp and 1000.bak was my actual one so I followed the steps and after restarting, the original is back to .bak.
